Here is a good example of the City Government funding a mission beyond that of the city...
 
Today, the City of Saint Paul is poised to forgive the Hallie Q. Brown Center of bills totaling over $245,000 in unpaid bills.
 
The City works with the Hallie Q. Brown Center, in joint tenancy with the Martin Luther King Jr. Neighborhood service Center.  Some of the activities that the HQB Center Administers: Child Care, After School Programs, Day Camps, Meals on Wheels, Transportation.
 
The one thing that seems to blend pretty well with the City of Saint Paul is the management and scheduling of space for community use of the MLK Center.
 
Given that the HQB appears to delivering services for Ramsey County, SPicy has to ask why the City of Saint Paul is so quick to bail out the HQB Center.  SPicy does not dispute the work that the HQB Center accomplishes, but why does the City of Saint Paul need to pay the $245K?  Why is Saint Paul paying the County's Bills?
 
Further, the HQB Center is operating on what are grants and flow through funding. Has there been financial mismanagement that  is causing HQB staff to divert administrative expenses of the vast array of health and human service programs? Where has the money gone?
 
One thing for sure, you've got to hand it to Council Member Montgomery for getting $750,000 (Griffin Project and HQB Debt forgiveness) of the City's cash over the past few weeks.
 
SPicy anticipates that now it will be much easier for the City to step in and bail out the Highland District Council, and without question.
